Crew Quality (sailing)

This is a placeholder. This section should include rules for crew losses; if enough artillerists are killed, a siege engine cannot be fired; if enough crew are killed, the ship will begin to lose its ability to carry out the captain's orders. If the captain is killed, there will be no one to give orders - until another person is ready to take command.

The effectiveness of a captain's orders is also dependent on the ability of the captain; if the crew cannot move fast enough or well enough, it does not matter if the ship is able to move 4 naval hexes - it will move less because the captain or the crew is not as diligent as they must be.
